Landmarks Within Old Astoria
The Hallett's Cove shoreline is where Astoria began. William Hallett settled there in 1652, and in the early 1800s wealthy New Yorkers built summer homes near 12th and 14th Streets. That settlement was called Astoria Village, now Old Astoria, and Astoria was officially founded in 1839. Fort Stevens was built at Hallett's Point in 1814 to guard the Hell Gate channel. The Astoria article on Wikipedia has the whole timeline.
Socrates Sculpture Park is the waterfront landmark here. It sits on Vernon Boulevard between Broadway and 30th Drive on 6.28 acres, and its view takes in the Hell Gate strait, where the British ship Hussar sank in 1780. The Army Corps of Engineers blasted away much of the ledge in 1876.
Where You Can Consume
Socrates Sculpture Park is an NYC Parks property, so the city's ban on smoking and vaping in parks applies. The NYC Parks smoke-free rules explain which spaces are covered.
