Old Westbury sits in Nassau County along Long Island's North Shore, with land in both the town of North Hempstead and the town of Oyster Bay. The 2020 census counted 4,289 residents. Westbury House, the home of John Shaffer Phipps, is the property that now operates as Old Westbury Gardens.
The village was incorporated in May 1924, splitting away from neighboring Westbury, where many of the families who built and staffed the mansions lived. William W. Cocks became its first mayor, and the new village counted roughly 500 people. During World War II, a 187-foot tower at what is now the Old Westbury Golf & Country Club served the military as a lookout for enemy aircraft.
Old Westbury Road, Exit 40 and the Parkway Moses Had to Move
Road history shapes how you reach the village. When Robert Moses was drawing up the Northern State Parkway, village power brokers pushed him to shift it five miles to the south. The Long Island Expressway came through in the late 1950s and early 1960s, and planners had it follow Old Westbury Road for a stretch, from Glen Cove Road east toward Jericho Turnpike at Exit 40 in Jericho.
The community signed off on that route with one condition: no local exits would be built in Old Westbury between Exit 39 and Exit 40. In April 1949, the section bounded by Roslyn Road, Glen Cove Road, the expressway and the Northern State Parkway was annexed by East Hills, which is why the western edge of the village looks the way it does on a map.
